Sinds enkele jaren voert de Amerikaanse regering oorlog tegen de drugs en de handel ervan.
Deze WAR ON DRUGS wordt op verschillende niveaus gevoerd tegen de smokkel vanuit
Zuid Amerika naar de V.S. via het Caribische gebied.
Hiervoor zijn verschillende civiele en militaire overheidsdiensten verantwoordelijk.
Dit zijn b.v. de US CUSTOMS, US COASTGUARD,
THE DRUG ENFORCEMENT AGENCY (D.E.A.),
USAF
(Middels De ANG) en de USN.Maar ook NORAD (North American Aerospace Defense Command) is betrokken bij the
WAR ON DRUGS.
Op de kortegolf is de communicatie regelmatig goed te volgen, hieronder een aantal
Callsigns en hun functies.
BLUESTAR
dit callsign behoort toe aan de FLEET AREA CONTROLE & SURVEILLANCE
FACILITY
(FACSFAC) , gevestigd op de Navy basis ROOSVELT ROADS op Puerto Rico.
Een FACSFAC, waarvan er meerdere zijn op het US grondgebied, heeft als functie, het zorgen voor taken als communicatie en coordinatie voor schepen en vliegtuigen van de USN in verschillende gebieden. Zodoende is dit station vaak te horen in relatie met de verschillende drugoperaties, vaak heeft men dan contact met de patrouillerende P-3's van de USN of van andere marines zoals ook de Nederlandse.
Regelmatig duiken er Nederlandse Orions op, op de frequenties van de Bluestar, hun callsigns is DUTCH NAVY.
Bluestar coordineert op de kortegolf vaak verschillende operaties die met drugsonderscheppingen te maken hebben. Zo is dus duidelijk te horen hoe men jacht maakt op een boot of een vliegtuig. Meestal worden de coordinaten gewoon doorgegeven, zodat men precies weet waar men aan het zoeken is.
Bluestar houd dan contact met de Orions en schakelt versterking in als dat gewenst is.

Het is mogelijk dat de Bluestar meer freq’s in gebruik heeft.
FOX TANGO
Het Callsgin FT wordt gebruikt door het hoofdkwartier (?) van de JOINT TASK FORCE 4
op Key West (FL). Dit JTF 4 valt direct onder het commando van COMMANDER in
Chief Atlantic CINCLANT en is belast met command, controle and communications
voor de USN, USAF/ANG en de USCG.
Zodoende is FT een station wat vooral LINK COORDINATION als functie heeft.
Dit gaat vaak over LINK 11 "ALIGATOR" En gaat dan ook gepaard met de bekende
X-CODES.
De laatste tijd is dit hoofdkwartier niet veel meer te horen, mogelijk dat men is geswitched
naar UHF of SATCOM. Freq’s zijn: 4735 /6735 /6750 /6816 /13382
SKYWATCH
Op HOWARD AFB in Panama ligt het Flight Operation Centre (FOC) "SKYWATCH".
Hoewel de taak niet primaire met drugs-busting te maken heeft staan de vliegtuigen van
deze basis die operen voor de War On Drugs wel degelijk in contact met SKYWATCH.
Zo patrouilleren er boven Panama verschillende AWACSen die zo af en toe te horen zijn op de freq’s van de FOC. Het gaat hierbij dan vaak om "Position Reports" of
"OPS Normal" berichten. Heelaas hoort men dit station niet zo veel meer.

Het luisteren naar deze eenheden met hun callsign is natuurlijk afhankelijk van de "weer"omstandigheden/condities. s’avond en s’nacht zijn de beste omstandigheden.
Bij redelijke condities is het station BLUESTAR op een freq als 8971 te horen vanaf
21.00 uur. Op deze freq’s zijn diverse communicaties te horen als
LINK COORDINATION, en VOICE-TELL maar ook de daadwerkelijke
onderscheppingen van schepen en vliegtuigen maaar deze zijn niet zo heel vaak te
ontvangen.
Naast de USN zijn er ook nog andere instanties betrokken bij de War On Drugs zoals bv de
US Customs (US douane) , DEA, wat valt onder het department van justitie en de JTF.
De HF freq’s die de DEA gebruikt zijn met een letter aangeduid.
De freq’s schijnen elk een eigen gebruiker te hebben waarvan de callsign steeds achter de
freq staat vermeld. De gebruiker is niet perse een DEA unit maar kan ook een USAF/ANG,

Feq van de US CUSTOMS
De douane van de VS heeft een bijzonder HF communicatie systeem genaamd
CUSTOMS OVER THE HORIZON RADIO NETWORK (COTHERN).
Dit is een soort Trunking net op de Korte-golf. Het bestaat uit 10 freq’s die de radio’s van de douane continue scannen. Zodra iemand wil sprekn zoekt de radio automatisch de meest geschikte freq. Zodra die gevonden is roept de een de ander op. Hierbij wordt gebruik
gemaakt van het AUTOMATIC LINK ESTABLISHMENT (ALE) wat lijkt op SECAL.
Het is te herkennen aan, op SECAL gelijkende tonen.

E A M'S AND F-MESSAGES ON GHFS
Een veel gebruikte vorm van berichtgeving is de:
EAM,
(Emergency Action Messages) en de F-messages op deGHFS
(Global High Frequentie System).Een bekend gegeven is dat deze berichten bestaan uit vele aantallen letters en cijfers die
worden voorgelezen door div.GHFS stations.
Er zit een bepaalde struktuur in deze berichten maar ze zijn NOOIT te kraken.
E A M
Emergency action messages zijn berichten voor alle mobiele stations v.h.
USSSTRATCOM (US Strategic Command). Dit zijn in de regel vliegtuigen zoals bommenwerpers encommandovliegtuigen.Maar ook zijn ze ook veel bestemd voor onderzeeers of op het land gestationeerde missile-sites.
Zo'n bericht start meestal met 6 dezelfde karakters gevolg door een stel variabele.
Van de eerste 6 zijn de eerste 2 ook nog eens vast over een periode van 1 tot 2 weken.
(op dit moment 22-6-02 is dat UR)

EAM klinkt dan zo:BRD4X....6BRD4X....stand by message follows...

De karakters na de 1e 6 varieren maar meestal zijn dit er 26.
Soms zijn dit er 20.Dat er precies 6 ontbreken heeft mogelijk te maken met de 1e 6. Dit is op
te maken dat bij berichten van 20 karak.het bericht wordt vooraf gegaan door het specifiek callsign.Het lijkt er dus op dat de 1e 6 karak.staan voor de stations voor wie het bericht
bestemd is.
-Het aanroepen gaat ongeveer zo:
FOR FLASHBACK,FOR FLASHBACK,BREAK...MMNOK6THB ETC.
Heel af toe zijn er hele lange EAM's te horen deze kunnen oplopen tot 80 karak. Op 19 april
'95 een record van 500 karak.Dit wil niet zeggen dat dit meer bijzonder is dan andere, dus
niet van hoe langer hoe meer bijzonder het bericht.
Vaak vallen deze hele lange berichten samen met een oefening zoals die 19-4-96.(Dit was
een Communicatie.oef.van Strategic Command).
Je kunt er van uit gaan dat bij grote militaire activiteiten zoals b.v. de Golf oorlog er veel meer berichten te horen zijn. Je mag ervan uitgaan dat deze berichten daar mee te maken hebben.
Overigens kun je met behulp van EAM's mooi testen hoe het met de weercondities gesteld is.
Ook hoor je vaak op GHFS freq.het volgende, een EAM die gegeven wordt door
OFFUT, McCLELLAN
of ANDREWS waarbij men MAINSAILhoort aanroepen.
Mainsail, Mainsail, this is OFFUT,OFFUT, break,JBPXB etc.
Vaak hoor je op de zelfde freq.de andere GHFS stations het bericht herhalen. Offut is een Primary Groundstation met als McClellan en MacDill als backup. Dat ook Andrews dit soort EAM's doorgeeft aan Mainsail kan erop duiden dat dit een vervangende backup is voor MacDill.Maar ook kan het zijn dat Andrews eigen EAM's verzendt maar dit is niet duidelijk.
Naast de GHFS freq. zijn de EAM's ook op de USSTRATCOM te horen. Hierop hoor je dan een station (vaak een COMMAND AND CONTROL vliegtuig) een EAM voorlezen.
Vaak hoor je dan na zo'n bericht v.d. USSTRATCOM even later hetzelfde bericht op de
GHFS hoort.
Een aantal USSTRATCOM freq.waar met name s'nachts EAM's op te horen zijn, zijn
o.a: 6730 /9017 /11226 /11229 /13247.
FOXTROT MESSAGES
Naast de EAM's zijn ook de F-messages veel te horen op de GHFS freq.
Het grote verschil v.d. EAM's is de lengte v.h. bericht. Een F-message bestaat altijd uit
3 karakters.
Verder wordt een F-message altijd vooraf gegaan door het roepen van mobiele stations v.h. Strategic Command
SKYKINGen wordt afgesloten met een "AUTHENTICATION". Een jaar/maand/dag/uur gekoppelde
code die aangeeft dat het bericht echt is. Zo'n bericht klinkt als volgt:

.F-MESSAGE’S hebben vrijwel zeker een
hogere prioriteit dan de EAM's. Dit valt op temaken uit loggings waarin melding wordt gemaakt van het onderbreken van een EAM voor
een F-message.
Bij een F-message kan aan bepaalde call-signs gevraagt worden het bericht door te
geven.Hierbij gaat het dan met name om
E-6 TACOMO vliegtuigen die dit soort berichtenvia de VLF doorgeven aan onderzeeers. Dit wordt dan alleen gedaan door dat GHFS station
die op dat moment de E-6 onder z'n hoede heeft.
In Europa is voor het doorgeven van dat soort berichten het call-sign
ICESTREAMverantwoordelijk,die zijn berichten weer van Croughton krijgt. De berichten moeten in dat
geval dan worden door gegeven aan onderzeeërs die in de Adratische zee liggen vanwege
Bosnie.
Dat klinkt dan zo:
ICESTREAM, REQUEST YOU ECHO THE FOLLOWING: SKYKING,
SKYKING,ETC.....
Net als bij de EAM's is ook v.d. F-messages weinig bekend v.d. betekenis v.d. berichten. Waarschijnlijk gaat het om "GO codes"
voor bepaalde missies waarbij alleen de uiteindelijke toestemming moet worden gegeven.
Maar de F-messages zijn net als de EAM's NIET te kraken.
